It's good not to make too-sweeping pronouncements, for sure. I still think fair to say that playing dress-up is somewhat out of character for what we know of Lightning so far, though -- over on this Tumblr post, mako-lies makes the excellent point that Lightning wore her uniform to her own birthday party. Not that this couldn't be a sign of character development, and I'm up for almost anything with the proper character agency. I'm just not sure I trust Squeenix to have thought it through that far.
