Washington votes entirely by mail so no one will really be sure of our turnout for a couple days, but so far it looks like we've had a very apathetic year, too. Having city planning end up on the ballot seems like a terrible idea. :/ I'm amazed that anything would ever get done (and I have much the same feelings about Washington's initiative process).
