The proposals to change the nomination procedures don't technically conflict, thought some people argue that 4/6 reduces the power of “E Pluribus Hugo”
Anyways I'm definitely with you on encouraging more people to nominate. Especially in categories that have historically low turn out, like short fiction and fan artist. And I have to say that over the last three years I've found the nomination process the most enjoyable part of Hugo voting.
(People who didn't vote this year but want to nominate for next still can and should consider buying supporting memberships to either the 2016 or 2017 worldcons.)
