Your comment was the first time I saw that Raimi quote, although I've heard it referenced a few times since. Good point about the possibility that Olsen might have helped drive Wanda's storyline; I sort of hope that it's not true, but we can't discount the possibility. (I will say that Olsen acted the hell out of this role -- I have zero issues with her performance, just the direction that whoever it was decided to take it.) It does raise the issue of one of the problems with the MCU being so interconnected: is every writer, director, and actor then required to be deeply knowledgeable of every installment that came before? Given how many there are, is that even possible? And where does that leave artistic freedom? It's a thorny problem, and seems like to get worse as the content keeps growing.
