Nope, no one is making any claims of that sort as far as I've heard. It appears to have been a legitimate accident, just an inexperienced driver taking a turn too fast. I don't know enough about construction materials to say for sure, but I think they already knew that a gasoline fire that hot would melt steel. Whether that has implications for future road construction, I don't know. It'll be interesting to see what all the fallout will be.
I don't make that particular drive all that often anymore, so it shouldn't affect my life on a daily basis. Back when I was crossing the Bay Bridge every day, it would have had a definite impact! One of many reasons I'm glad not to have that commute any more.
